The National Offender Management Service Standardizes on BusinessObjects XI Release 2

Business Objects Delivers Accurate, Timely Data for More Efficient and Effective Management of Offenders and Improved Public Protection

SAN JOSE, Calif. and PARIS - June 29, 2006 -- Business Objects (Nasdaq: BOBJ; Euronext Paris ISIN code: FR0004026250 - BOB), the world's leading provider of business intelligence (BI) solutions, today announced that the UK's National Offender Management Service (NOMS) has standardized on BusinessObjects™ XI Release 2, the industry's most advanced and complete BI platform.

BusinessObjects XI Release 2 will provide NOMS with an integrated solution for enterprise information management, reporting, analysis, and performance management. These capabilities will enable NOMS to deliver C-NOMIS, an end-to-end offender management system that consolidates more than 200 disparate prison and probation service databases to provide a single, accurate profile of an offender. Eventually, more than 80,000 users within the criminal justice community, including courts, prison and probation services, police forces and other partner organizations, will be able to share up-to-the-minute information for more efficient and effective management of offenders.

The C-NOMIS Case Management system is based on a COTS package called TAG from Syscon Justice Systems Ltd under contract with EDS.

Previously, the same offender information would be captured in various locations, leading to inaccuracies and making reporting a slow process, with information up to 24 hours out-of-date. All this creates extra workload. The eventual aim is to facilitate the sharing of data so that it is only captured once, be that when a person is prosecuted, sentenced or punished. Business Objects will enable C-NOMIS to provide all the people working with an offender with one view of accurate, up-to-date information for that person.

BusinessObjects™ Data Integrator XI will be used to extract data out of multiple prison and probation services databases and move it into an Oracle data warehouse for a consolidated view of an offenders' records. In addition, as an integrated part of this process, Business Objects Data Quality solutions will perform data cleansing on records for more than 200,000 offenders including name, address, date of birth, national insurance number and medical files, to remove duplication and ensure they are accurate, consistent and complete. Once information has been migrated and cleansed users will be able to easily analyze this single source of reliable data and generate and distribute reports using Web Intelligence™ XI and Crystal Reports® XI from Business Objects.

This visibility will change the future of offender management, enabling improved monitoring and management of offenders and helping criminal justice staff do their jobs more efficiently in order to improve rehabilitation and cut re-offending rates. It will be critical to the success of recently introduced legislation which allows certain custodial sentences to be taken over a longer period of time and not on consecutive days. Having a single system that allows both the prison and probation services to quickly know where an offender is at any one time is imperative for security reasons.

The National Offender Management Service (NOMS) was created in 2004 in response to The Carter Review - a Number 10, Treasury and Home Office review of the UK's correctional services. The Carter Review stated there should be end-to-end management of all offenders, whether they are serving sentences in prison or the community, in order to cut re-offending rates and improve rehabilitation.
